Document set usage - probably more of a security and permissions question

I am a site admin but not the central site admin.

Trying to introduce document set and have created both site content document set and a new documents library.

I've populated the library with demonstration document sets and the users can see the doc set but not the underlying documents and I can't see the underlying documents when one of my users created one as well.

Help?
