SharePoint 2010 Event id 7043 Continous prompt

Hi,

Actually i have checked the error and replaced the TaxonomyPicker.ascx file in &#44 to `,` but not fixed the issue and continous prompt the error

Event id 7043

Error =

Load control template file /_controltemplates/TaxonomyPicker_old.ascx failed: Could not load the assembly ';Microsoft.SharePoint.Portal, Version=14.0.0.0, Culture=neutral, PublicKeyToken=71e9bce111e9429c'. Make sure that it is compiled before accessing the page.

Please Help me how to solved this issue.
