Document Set Welcome Page displays wrong time when using regional web settings

Hi all,

I've discovered that a Document Set Welcome Page will display the incorrect time when the host web is configured regional web-specific timezone settings.  Running SharePoint 2010 SP1 with April 2013 Cumulative.

Consider the following scenario:

The farm server is configured with Pacific Time (PST).
The web-specific regional settings is configured with Eastern Time (EST).
The user's settings is configured to default (Box checked - inherit the web-specific settings).
The document set has a date & time field which is displayed on the Welcome Page.
A new Document Set item is created in a library for 2:00 PM on any day.

In this scenario, the Meeting Date property will display as 2 PM in the root list view and when selecting View Properties on the item.  However, the field will display 5 PM on the Welcome Page.   There is no reasonable scenario where the "View Properties" date should be different from the welcome page date, except for it being a bug, right?

I've pasted exceprts from the three screens below (main library view, View Properties, and the Welcome Page with the faulty time.  Thanks for your assistance,
