Solution :-

Two steps to Solve this 

 Step 1:-  Site Actions->Site Settings->Site Collection features->Sharepoint Server Publishing Infrastructure. just Click the  Activate button

 Step 2:-  Site Actions->Site Settings->Manage Site features->Sharepoint Server Publishing . just Click the  Activate button
