Edit documents from Server

Hi all,

A sharepoint newbie here.  I have a document library in SharePoint 2010 and when I check out a file I don't get the prompt "You are about to check out and edit....".  I would like for the user to have the option to check out a file to a local folder or do the edit directly on the server.  How can I make this prompt appear?
