Editing a Word document with read permissions and forced check out

I have a document library on my company intranet for staff forms stored as Word documents.  Most users have read permission; the idea being that they can open the word document and make changes, and then save a local copy and/or print the form but are restricted from saving the document back to the library.  The document library has major/minor versioning and forced check out enabled.

The problem I am having is that users with read permissions are unable to modify a document in Word 2010 after opening it from the document library.  Trying to make changes gives the error "This modification is not allowed because the selection is locked" in the Word staus bar.  There is a check-out button at the top of the document, but clicking it then prompts the user to enter their username/password (of course it will; they only have read permission).  Editing the document works if I turn off forced check out, or if I save a local copy first before making changes but neither of these are ideal. 

I've been browsing multiple sites/forums for a couple of hours and haven't come up with a solution.  Any ideas how to get around this?
