Filtering Items in a list view based on the user- Audience targeting

Hi,

We have a need  where in multiple users belonging to various divisions will be logging into our site collection.

Users from one division shouldn't see the items in a list that belong to other divisions.

Is Audience Targeting the solution for this?

I understand we can set Audience Targeting on each item , but when the users who have ability to see all site content and access this list, even they  shouldn't  be able to other divisions items in that view.

Is this possible?
