ribbon commands are disabled

Hello

I have a strange behavior on SharePoint 2010

1- user is a site collection administrator

2- on existing Document Libraries, when you select a document, the delete documents / edit properties commands are enabled

3- when I create new sites and create new library within the new site, then i add documents to the new Library, the delete document, edit properties in the ribbon are disabled
