How to enable publishing feature option on the page when you have approval workflow already on the page.

Can we have publish feature enabled on the page when you have approval workflow already defined on it.

if you have approval workflow defined on the page library , the publish option will be disabled , is there any way to enable it, so that business can quickly publish it if they want?
