Do I really need a SharePoint server to develop using VS2010?

I try to create a new SharePoint project using File -> Project... -> SharePoint -> 2010 -> Empty SharePoint Project.But then VS2010 tells me I need a SharePoint server installed on this computer to develop for SharePoint. Is there really no other way to develop for SharePoint other than having Windows Server and a SharePoint server installed?
