An unexpected error has occured

SharePoint Experts,

I get "An unexpected error has occured....." when I click any document libraries. I found something online that says look into Logs - Program Files>Common Files>Microsoft Shared>Web Server Extension>14>LOGS, but the most recent file I find there was modified 2 years ago. It seems it stopped logging two years ago.

Any other ideas to troubleshoot "Unexpected Error.."? Also, where can I find settings for logging that save on WFE server--Program Files>Common Files>Microsoft Shared>Web Server Extension>14>LOGS.

This is a development environment.
