Folders missing for some users when opening a SharePoint library in Windows Explorer

When I open a SharePoint library via Windows Explorer, I only see documents at the root of the library, not the folders or items within the folders.  It works on some machines but not on others.  I've compared the Windows version on the ones that work versus the ones that do not but I have users that work on the same version as users that do not work.  Any ideas on what else I can check?
