Excel Services Trusted Location Still Shows "This workbook cannot be opened because it is not stored in an Excel Services Application trusted location."

I am troubleshooting an issue where a site is already in an Excel trusted location but still gives the error when opening an Excel document in SharePoint: "This workbook cannot be opened because it is not stored in an Excel Services Application trusted location." This is on a 2010 publishing enabled site.
