Disabled Ribbon Buttons in SharePoint 2010 like New Folder, View Item, Delete Item, Version History, Item Permi... but Alert Me is on

This is in all Lists, I can not get them to work

I tried:

Turning on SharePoint server Publishing Infrastructure and SharePoint Server Publishing

Did not work.

I removed all .wsp solutions and the custom .css file

Did not work

Created a new website and team site, it had the same problem

I am lost at what else to do, 

Can someone help me?? I am on a time frame
