This feature requires sharepoint server 2010 or greater with infopath forms services enabled

So I have Sharepoint 2010 Enterprise and the Enterprise Site Features are enabled.  However, when I edit a list I have no "edit form in Infopath" option available.  If I open Infopath 2013 and choose "New" then "Sharepoint list" is wants the URL to my sharepoint site.  When I put in the URL and click next I get the "This feature requires sharepoint server 2010 or greater with infopath forms services enabled" message that appears.  I've tried everything, I've verified everything I've found on google and nothing is working.  Does anyone have any ideas?  Odd thing is I can create a form in Infopath and PUBLISH that form to sharepoint without issues.  Then I can go to Sharepoint and open that form by clicking on it and it will open up in Infopath just fine.  But if I create a new list I can't edit the form in infopath and I cant create a new customized form directly from infopath.  Please help!
