problem full control and break Inheritance

Hi

I have a list with 500 items. I broke the security inheritance of the items. Now, I need that an user (this user can't to be administrator of site collection) has permission to edit about all items. I did not want implement a console to add permission to items...

So... I inserted full control permission on the list to this user. But, the user continue without permission to edit the 500 items.

Can help me, please?
