Sharepoint approval Workflow

Hi All,

My question is , I have a Approval workflow is attached to document library and set its properties as below.

 1) Allow this workflow to be manually started by an authenticated user with Edit Item permissions.

 2) Creating a new item will start this workflow

 3) Creating a new item will start this workflow

and set the document properties to Require content approval for submitted items?  to know . but check in and check out with major and minor version is enabled.

So the problem is if author creates an item and clicks on publish to major version, the item is published, I want the author to be publish only after workflows are completed for that item
