I've inherited a SharePoint enviroment and have noticed that the option to create sites is missing. I am a Farm Admin and Site Collection Admin for the site, yet the option to create a subsite is missing. In CA, I have the option to create a site collection, but am wondering what may have been turned off or whatever to remove the option from Site Actions -- View All Site Content -- Create.
