List can be viewed but not the Item whose permissions are inherited...

I have a list which contains items...A user can view the list, but not the items!

The items inherit their permissions from the list, so why is this happenning?

I am having a hard time wrapping my head around a solution when I don't see why the problem is occuring in the first place!

Any help would be greatly appreciated, the only articles I can find pertaining to this issue is with regard to limiting access to items on the list adn not my problem of allowing access to the items.

Again, any and all input is greatly appreciated.
