Criteria to create separate Web Application

I want to know what are the parameter should be consider to create a separate web application.

Means What are the criteria to take a decision that now we need a separate web application in SharePoint Farm.

Basically I have to propose an option to choose either existing web application or new web application. 

What should be the differentiation to choose separate web application.
