Deactivate vs Deleting a SharePoint document

There are some documents we do not want to delete, but merely deactivate.   We want to keep them housed in SharePoint, but NOT display to the End User.    Thus - like any pending document - only an Administrator would see these deactivated file(s) or folder(s).

So instead of deleting it and at some future time, having to recreate, we'd prefer to merely deactivate.  

If the doc has already been approved and published, the only way that we can figure out how to "deactivate" is to go in and undo the approval marking it in pending status.    But that would be confusing since "pending" means something entirely different.
