Send External Links from IE connecting to SharePoint 2010

Hi there, we have setup a page hosted on SharePoint 2010 in our Intranet site in which users can select the documents listed, and then they can either download the files directly, or they can send external links via Outlook.  Users will get a prompt that a program is trying to access Microsoft Outlook.  Once allowed, user can see the links attached to a new email.

Software used:  IE 9, Office 2010, SharePoint 2010

The problem we have here is quite baffling:

1)  When we launched IE 9 normally, users are able to attach five (5) document links to Outlook.  When they try to attach six (6) or more links, IE will simply go to a blank page, and stays in the blank page with no prompts whatsoever.

2)  When we launched IE 9 with "run as administrator" (need intervention from IT for credentials) mode, users are able to attach as many links as our SharePoint admin allows.  Currently we have capped the number of links that can be attached at 7.  This mode will not work for the majority of our users because they will not have elevated rights like admins do.

3)  When we launched IE 9 in no add-on mode (no need to run as administrator), users are able to attach as many links as our SharePoint admin allows. Currently we have capped the number of links that can be attached at 7.

With the above information, I started to do some trial and error to see what is causing the issue above.  The obvious one I did is by removing add-ons one by one, then test the Send External Link function to try narrowing down the add-on at fault.  However, even after disabling all the add-ons manually, users still cannot attach more than 5 lnks in Outlook.  In fact, I disabled every plugin listed manually, and the issue remains.

Lowering the UAC so the users will not need to enter credentials for "run as admininstrator" mode does work, but it's not an option due to our policies here.

I even tried upgrade to IE 10 and did the same test.  The same result remains.

Has anyone seen such an issue before?  I did some research, but I have not seen anything close to what we have experienced.  I am also curious as to the difference between the IE no-add-on mode vs. the regular IE with all of its add-ons disabled.  Any tips/assistance would be much appreciated.  Thanks!
