Multiple attachment in Document library for a single item

I have a requirement of multi content document library

Basically i want to attach more than one document for a single item in the document library, i know document set can be a solution, but i would to know can it be done without document set??

i can think of a SharePoint list but the attached document wont be crawled and i have search requirement also
